International Civilian Representative (ICR) Pieter Feith was appointed in February 2008 to lead the International Civilian Office (ICO). The objective of the ICR and the ICO was to advise and support the Government and institutions of Kosovo during a period of supervised independence. The ICR and the ICO were charged by the 25 member states of the International Steering Group to ensure implementation of the Comprehensive Status Proposal and to support Kosovo's European integration.

On 10 September 2012, after concluding that the Comprehensive Status Proposal had been substantially implemented, the International Steering Group decided unanimously to end supervised independence of Kosovo and to end the mandate of the International Civilian Representative, with immediate effect.
