The Comprehensive Status Proposal

The Comprehensive Proposal for a Status Settlement for Kosovo was presented by the Secretary-General of the United Nations to the UN Security Council members on 26 March 2007. It was drafted by a team headed by President Martti Ahtisaari, Special Envoy of the Secretary-General, and was the result of over one year of negotiations, including face to face talks between Belgrade and Prishtinë/Pristina.

In its Declaration of Independence on 17 February 2008, the Assembly of Kosovo committed itself fully to implementation of the settlement, and invited the international presences including the International Civilian Office to deploy in Kosovo to supervise implementation. Previously, the Assembly had accepted the Proposal in a declaration on 4 April 2007, committing itself to its implementation in a legally binding manner.

The Settlement set out the full range of provisions for a stable, viable and multi-ethnic Kosovo, progressing towards Euro-Atlantic structures and contributing to regional stability. In particular it set out extensive provisions for non majority communities including new arrangements for local self-government, the protection of religious and cultural heritage and democratic representation. The provisions of the Settlement were enshrined in the Constitution of the Republic of Kosovo, adopted by the Kosovo Assembly on 9 April 2008, and in a succession of domestic laws. The Constitution was certified by the International Civilian Representative on 2 April and entered into force on 15 June 2008.

The CSP and the ending of supervised independence

On 5 and 7 September 2012 the Assembly of Kosovo adopted packages of amendments to primary legislation and to the Constitution. The amendments had the effect of including remaining elements of the Comprehensive Settlement Proposal in the Constitution, while removing references to the CSP, and clearing the way for the ISG, in its sixteenth and final meeting on 10 September 2012, to unanimously declare the end of supervised independence of Kosovo and to end of the mandate of the ICR, with immediate effect.
