ICO statement on expropriation case

In view of our mandate responsibilities and of media coverage today, the International Civilian Office wishes to put its position on a ongoing land expropriation on the record.

 

We understand that the land expropriation in Hajvali/Ajvalia is for the purpose of building an educational complex which would also house the American University in Kosovo (AUK). The International Civilian Office has repeatedly made its views on this matter clear to the relevant authorities over the past months: as we have said on other issues, there must be full respect for the law. We will continue to engage constructively with the Government in the interests of proper procedure and the public benefit that is expected to be served by this transaction.

 

It is also our view that in recent public statements, Mr Andrea Capussela has breached the duties of confidentiality undertaken during his employment with the ICO, duties which continue after his dismissal from service. We believe the account of events presented is partial and contains a number of significant inaccuracies which appear to have the overall aim of discrediting the ICO. The ICO, in consultation with other interested parties, is therefore considering appropriate legal steps.

ICR grants consent for appointment of CBK governor

The International Civilian Representative, Pieter Feith, has granted his consent to the appointment of Mr. Gani Gërguri as Governor of the Central Bank of Kosovo, following the vote in the Kosovo Assembly.

The consent was given pursuant to ICR’s authority under Article 2.2 (d) of Annex IX of the Comprehensive Proposal for the Kosovo Status Settlement. The appointment of the Central Bank Governor is then made by the President of the Republic of Kosovo.

“I hope that this appointment will reinforce the professionalism and independence that the Central Bank of Kosovo requires for probity and international credibility,” said Mr.Feith in his consent letter to Kosovo President Atifete Jahjaga. (Ends)

The International Civilian Representative & EU Special Representative Pieter Feith today commented on reports of an attack on a returnee in the village of Oprashk/Opraske near Osojan/Osojane, western Kosovo.

Pieter Feith said:

“I condemn this violent act, which is the third incident in this area over recent weeks. An investigation by the Kosovo Police has started, this must be brought to completion and any necessary prosecutions brought as a result of this investigation. I call on all relevant institutions to support this investigation and to fully co-operate with the Kosovo Police so that the perpetrators can be brought to justice.

“I call on the Government of Kosovo and the Istog/Istok Municipality to take proactive measures to crack down on crime and build trust within and between communities.” Ends

ICO comments on proposed public sector salary increases

The ICO spokesman has commented on public sector salary increases proposed by the caretaker Government of Kosovo.

Andy McGuffie, ICO spokesman said:

“Management of the budget is a matter for the Government. In general our advice to the Government is that adherence to international agreements and responsible budget management – ensuring adequate sources of revenue to meet expenditure – is important for Kosovo’s credibility. It is equally important for budget decisions to be taken on the appropriate legal basis.”
